But only 4 monument scrolls?

I played the entire eotn (only the primary quests). Is that supposed to happen?

You only need scrolls for 4 of them. (armor, heroes, mini-pets, and weapons) The Monument that you put your achievements (Cartographer, Vanquisher, Protector, etc.) doesn't require a scroll.

Monument of Honor doesn't have tapestry, it shows your GWAMM progress instead.
